Centre Clears INR 887-Crore World-Class Marina Project in Mumbai Harbour
Mumbai, India’s financial capital and historic port city, is set to gain a major maritime landmark with the Union Government approving an ₹887-crore world-class marina project in Mumbai Harbour. Named the Viksit Bharat Mumbai Marina, the project has been cleared by the Ministry of Ports, Shipping, and Waterways and is aligned with Prime Minister Narendra Modi’s vision of strengthening India’s maritime economy while creating globally competitive tourism destinations. The approval marks a significant moment for Mumbai’s waterfront, which has long been underutilized despite the city’s deep connection with the sea. The marina is expected to reshape how citizens and tourists engage with Mumbai Harbour, turning it into a vibrant center for leisure, tourism, and marine activities.A Strategic Push for Maritime TourismUnion Minister for Ports, Shipping, and Waterways Sarbananda Sonowal described the project as a key step in boosting coastal shipping and maritime tourism. According to him, the marina will not only create world-class infrastructure but also open up the waterfront for public use, attract private investment, and generate thousands of new employment opportunities. Mumbai already serves as a gateway for trade and cruise tourism, but the absence of a modern marina has limited its ability to attract high-end maritime tourism such as yachting and sailing events. The Viksit Bharat Mumbai Marina aims to bridge this gap and position the city firmly on the global maritime tourism map.Project Cost and Investment ModelThe total cost of the project is estimated at INR 887 crore and will be executed through a hybrid development model that combines public investment with private participation. The Mumbai Port Authority will invest around INR 470 crore to construct the core marine infrastructure on an Engineering, Procurement and Construction basis. This includes essential facilities required for safe and efficient marina operations. The remaining INR 417 crore will be invested by a private operator who will develop the onshore facilities. Tenders for the project have already been floated, and bids are scheduled to close on December 29, 2025. This public-private partnership model is expected to reduce the financial burden on the government while ensuring professional management and long-term sustainability.Scale and Capacity of the MarinaPlanned over nearly 12 hectares of water area in Mumbai Harbour, the marina will have the capacity to berth 424 yachts of up to 30 meters in length. This makes it one of the largest and most advanced marina facilities in India. The scale of the project reflects the ambition to cater not just to domestic yacht owners but also to international vessels and luxury cruise traffic. The marine infrastructure will include an approach trestle, a piled breakwater, service platforms, pontoons, and gangways. These elements are designed to ensure safe docking, smooth movement, and efficient servicing of yachts, even in challenging sea conditions.World-Class Onshore FacilitiesBeyond the water, the marina will offer a range of modern onshore facilities aimed at creating a complete maritime tourism ecosystem. The private developer will construct a marina terminal building that serves as the operational and visitor hub. A Namo Bharat International Sailing School is planned to promote sailing sports and nurture young talent, bringing maritime culture closer to the next generation. Other facilities include a maritime tourism development center, hotel and clubhouse facilities, a skill development center, and yacht repair and stacking infrastructure. Together, these elements are expected to create a lively waterfront destination that blends leisure, learning, and livelihood.Jobs, Skills and Human ImpactOne of the most significant aspects of the project is its employment potential. The marina is expected to generate over 2,000 jobs across marina operations, hospitality, cruise services, and allied sectors. For local youth, this means new career paths in marine services, tourism, hospitality, and technical trades. For a city like Mumbai, where employment opportunities are closely tied to services and tourism, the marina offers hope for skill development and stable incomes. From dock workers and technicians to hospitality staff and sailing instructors, the project touches real lives and strengthens the human connection to the sea that has shaped Mumbai’s history for centuries.Opening the Waterfront to the PublicHistorically, much of Mumbai’s waterfront has remained inaccessible to the general public due to port operations and industrial use. The Viksit Bharat Mumbai Marina aims to change that by opening up parts of the harbor for public engagement. Walkways, leisure spaces, and tourism facilities are expected to make the waterfront a place where citizens can reconnect with the sea. This shift from restricted port zones to inclusive urban spaces reflects a broader vision of waterfront-led urban development, where economic growth and public enjoyment go hand in hand.Mumbai’s Global Maritime AmbitionWith this project, Mumbai is taking a decisive step towards becoming a global maritime tourism hub. International marinas are not just docking points for yachts; they are symbols of modern coastal cities that embrace tourism, culture and economic diversity. The Viksit Bharat Mumbai Marina aims to place Mumbai in that league. More than just concrete and pontoons, the marina represents a renewed relationship between the city and the sea. It promises growth, opportunity and pride for Mumbai, ensuring that its historic harbor remains relevant in a rapidly changing global maritime landscape.
