The Power of Pen: Goa Becomes India’s Second Fully Literate State After Mizoram!
Let’s be honest, when you think of Goa, your mind probably wanders to sunlit beaches, soulful music and sunsets. But this small coastal state gave India something much bigger than a beach holiday. It gave us hope wrapped in achievement - 100% literacy. Yes, the very land known for its carefree waves and carnival spirit is now officially the second Indian state to be declared fully literate under the ULLAS – New India Literacy Programme, after Mizoram. With a 99.7% literacy rate, Goa met the benchmark of 95% set by the Government of India. How It All BeganThis didn’t happen overnight. For Goa, it began in 2023 when around 3,000 adults over the age of 15 were identified as illiterate. Imagine being a mother who never got to read her child’s report car or a fisherman who couldn't read the warnings before a storm. That was the reality.Through night classes in village halls, community-led lessons, and in-person one-on-one learning sessions, the numbers began to shift. Out of the 3,000, 729 people became literate through these heartfelt efforts. The rest? Still learning, still on their way. The People Behind the ProgressLet’s give credit where it’s due, this wasn’t a solo act. The Directorates of Panchayats, Municipal Administration, Social Welfare, and Planning and Statistics all came together like threads of a tapestry. And in the center of it all? People. Local teachers who walked miles to teach one person. NGOs believed literacy was not charity, but dignity. Even Chief Minister Pramod Sawant acknowledged this as Goa’s heartbeat in action. With backing from the National Education Policy 2020 and the criteria of the ULLAS programme, Goa redefined what is possible when governance becomes grounded in empathy.Why This MattersSo what does this really mean, for Goa, for India, for you and me?
