Roots in Punjab, Dreams for Public Service

Born and raised in Jalandhar, Punjab, Sahila Heer comes from a family deeply rooted in discipline and education. Her father, a retired Deputy Chief Engineer at Punjab State Power Corporation Limited, and her mother, a retired principal, played a significant role in shaping her values. She completed her schooling at MGN School in Jalandhar and later pursued a degree in Electronics and Instrumentation from the Thapar Institute. Her journey to becoming an IAS officer was not easy. After multiple attempts and years of dedicated preparation, she cleared the civil services examination in 2018. Inspired by leaders like A. P. J. Abdul Kalam and B. R. Ambedkar, she chose public service as a way to create meaningful impact, especially in areas like education, women’s empowerment, and youth development.

Building a Strong Administrative Foundation

After being allotted the Bihar cadre, Sahila Heer began her administrative journey as a Sub-Divisional Magistrate in Narkatiaganj. She later held key positions in districts like Saharsa and Purnia, where she handled crucial administrative responsibilities. These early roles helped her understand grassroots challenges, shaping her practical and solution-oriented approach to governance. Her experience across districts laid the groundwork for her future leadership roles, enabling her to connect with people at the ground level and address real-life issues effectively.

Transforming Bihar’s Education System

One of Sahila Heer’s most impactful contributions came during her tenure as Director of Primary Education in Bihar. At a time when the education system faced challenges of inefficiency and lack of transparency, she introduced reforms that brought clarity and accountability. She implemented a transparent teacher transfer system, eliminating the need for recommendations and ensuring fairness. Long-pending promotions were cleared, giving teachers renewed motivation and opening doors for fresh recruitment. She also strengthened the grievance redressal system, ensuring that complaints were resolved efficiently without requiring teachers to travel long distances. Her work in the mid-day meal programme further showcased her administrative capability.
